Update to District Manual of Policies and Procedures

The District Directors have updated Section 5 (Communications) of the Manual of Policies and Procedures (MOPP) to reflect the changes made by discontinuing the District Admin office. The resolution and notice follow. The amended MOPP has be placed on the website under District Documents.
