Council on Legislation - April 2016

As you are aware, the Rotary International Council on Legislation will meet in Evanston in April of 2016.   The  proposed changes to the Legislation contained in the link below were  proposed to the 2016 Council by clubs, districts, the general council or conference of RIBI, and the RI Board. Each item was received by Rotary before the 31 December 2014 deadline. The RI Board, working on the advice of the Constitution & Bylaws Committee, has found this legislation to be regular.  Each of these Items will be debated and voted upon by the Council on Legislation Representatives from each district around the rotary world.  
 
As your representative I am sharing these proposed changes with you so that you can get and understanding of the scope of the proposals which the Council will consider during it’s meetings in April.  this document contains some 181 proposed resolutions and reenactments which the council will consider.    I intend over the next several months to give you some highlights of the items proposes and of course a summary of the results of the debates and the decisions taken after the Council meets in April. Editors Note: Representatives’ Duties (RI Bylaws 8.030.)
Duties of a Council representative are as follows:
  • assist clubs in preparing their proposals for the Council;
  • discuss proposed legislation at the district conference and/or other district meetings;
  • be knowledgeable of the existing attitudes of Rotarians within the district;
  • give critical consideration to all legislation presented to the Council and effectively communicate his or her views on such legislation to the Council;
  • act as an objective legislator of RI;
  • attend the meeting of the Council for its full duration;
  • report on the deliberations of the Council to the clubs of the district following the meeting of the Council; and
  • be accessible to clubs in the district to assist in their preparation of proposals for future Councils.
